Breese is a seasoned international development professional with a track record of designing and executing strategies and building partnerships to resolve complex challenges for sustainable social impact. A childhood in Eastern and Southern Africa as the daughter of a diplomat and news photographer was the catalyst for an impassioned professional career focused on global affairs and public service. Operational field work in Africa and Latin America has informed and enriched her strategy, programmatic leadership, and research in areas including digital health, women’s empowerment, and post-conflict development.
Prior to DIAL, Breese was a Senior Program Officer at PATH, where she spent nearly seven years working on digital health, data for action, and strategy. While at PATH, her work included contributing to much of PATH’s business development for digital health, as well as leadership in key projects such as Tanzania’s Data Use Investment Roadmap, Digital Square, and support to the global Equity Reference Group for Immunization.
Breese holds a BA from Tufts University (International Relations) and MPA from the University of Washington Evans School of Public Policy & Governance. She is also proficient in Spanish.
