Kai-Lik works to identify and promote innovative solutions between the mobile and development sectors to improve access to basic digital services for the underserved. He joined DIAL in February 2017 aiming to improve the pace and efficiency of service delivery by the development sector through core mobile channels.
Kai-Lik has more than 15 years of experience in the mobile, technology and healthcare sectors. At GSMA, he worked with operators, aggregators and digital service providers to launch mHealth services nationally in eight markets across sub-Saharan Africa. Before that, he had commercial and implementation oversight for Cerner Corporation’s Asia office, a US-based healthcare informatics company delivering large scale cross-network electronic medical record solutions across the world. He ha also held roles in strategy and organizational development for Singapore Health Services, Singapore’s largest public healthcare network.
While at the GSMA, Kai-Lik experienced the numerous challenges associated with rolling out mobile services for the underserved. He worked to bridge the gap between the global development sector, the mobile sector and governments. In his current role at DIAL, he works to align the incentives of different players in the ecosystem through a combination of commercial, technical and regulatory interventions.
Kai-Lik has an MBA from the London Business School, and a BA from Oxford University in philosophy, politics and economics.
